AREAS AFFECTED: Santa Barbara, CA
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Western central Santa Barbara County including The Lake Burn Scar. * WHEN...Until 1045 PM PST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 744 PM PST, Doppler radar and automated rain gauges indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 0.5 and 1 inch of rain has fallen. - Additional rainfall amounts of 0.2 to 0.7 inches are expected over the area. This and additional rain will result in minor flooding. - Some locations that will experience flooding include... INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads.

Cumulus clouds are fluffy and textured with rounded tops, and
may have flat bottoms. The border of a cumulus cloud
is clearly defined, and can have the appearance of cotton or cauliflower.
Cumulus clouds form at low altitudes (rarely above 2 km) but can grow very tall,
becoming cumulus congestus and possibly the even taller cumulonimbus clouds.
When cumulus clouds become taller, they have a greater chance of producing precipitation.
