Flood Advisory issued February 10 at 11:37PM PST until February 11 at 1:30AM PST by NWS Los Angeles/Oxnard CA
AREAS AFFECTED: Los Angeles, CA; Ventura, CA
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall continues. * WHERE...A portion of southwest California, including the following counties, western Los Angeles and eastern Ventura Counties. * WHEN...Until 130 AM PST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 1130 PM PST, Doppler radar indicated heavy rainfall exiting the advisory area currently. Rainfall rates between 0.25 and 0.50 inch per hour with local rates to 0.75 inch per hour have been observed. Minor flooding is ongoing in the advisory area. - Creeks, streams, and dry washes may be flowing. Roadway flooding and ponding on pavement surfaces will create hazardous driving conditions. - Some locations that will experience flooding include... Thousand Oaks, Simi Valley, eMalibu, Agoura Hills, Woodland Hills, Chatsworth, Moorpark, Santa Paula, Newbury Park, Westlake Village, Malibu Creek State Park, Point Dume, Point Mugu, Calabasas, and Canoga Park. - Minor debris flow may be occurring in and around the recent burn scars such as the Franklin and Palisades burn scars. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of your surroundings and do not drive on flooded roads. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Precipitation can refer to many different forms of water that
may fall from clouds. Precipitation occurs after a cloud has become saturated to
the point where its water particles are more dense than the air below the cloud.
In most cases, precipitation will reach the ground, but it is not uncommon for
precipitation to evaporate before it reaches the earth's surface.
When precipitation evaporates before it contacts the ground it is called Virga.
Graupel, hail, sleet, rain, drizzle, and snow are forms of precipitation, but fog
and mist are not considered precipitation because the water vapor which
constitutes them isn't dense enough to fall to the ground.

A shelf cloud is similar to a wall cloud, but forms at the front
of a storm cloud, instead of at the rear, where wall clouds form.
A shelf cloud is caused by a series of events set into motion by the advancing
storm; first, cool air settles along the ground where precipitation has just fallen.
As the cool air is brought in, the warmer air is displaced, and rises above it,
because it is less dense. When the warmer air reaches the bottom of the storm cloud,
it begins to cool again, and the resulting condensation is a visible shelf cloud.
